Committee restores Administrative Procedures Act oversight for COAM division of Georgia Lottery

A bill to place the COAM (coin‑operated amusement machines) division of the Georgia Lottery Commission under the state Administrative Procedures Act (APA) was advanced by the Regulated Industries Committee on a voice vote. Proponents said the change restores an oversight requirement that was lost because of a scrivener’s error when a longer lottery bill was rewritten last year.
Chairman Powell said the APA requirement ensures that proposed rules and regulations are published and opened for public comment, and that the Legislature receives notice of intended rule changes. "The reason for that is we saw in a lot of cases that they were doing things over to lottery...they were putting in rules and regs, and nobody knew what where the reality or what was behind them," he said, describing past concerns about opaque rulemaking and an investigator’s arrest tied to alleged misconduct in enforcement.
The committee approved the bill by voice vote. Chairman Powell said committee members would also receive an oversight briefing from lottery staff in the coming weeks and requested members forward written questions for the Georgia Lottery Commission to respond to in advance. He scheduled an oversight meeting in the near term and reminded members of an upcoming committee dinner on March 11 at Druid Hills Country Club.
