The Joint Finance‑Appropriations Committee on Feb. 6 approved a set of technical corrections to maintenance bills and set a corrected full‑time equivalent (FTE) cap for constitutional officers.
Committee staff presented four technical changes that the committee had identified during editing of maintenance bills the committee previously approved. Budget policy staff described two K‑12 program‑transfer language corrections, a Health and Human Services appropriation cross‑reference fix, and a typographical correction to the FTE cap for constitutional officers.
Keith Bybee, Division Manager, Budget Policy Analysis, told the committee the constitutional officers FTE cap figure contained a typographical error and showed the corrected motion on screen. Bybee said the correct cap is 431.9 FTE.
Committee members granted unanimous consent to adopt the language fixes for the public schools and the health and human services provisions. The committee then moved and adopted, by roll call, the motion to cap full‑time equivalent positions for the constitutional officers at 431.9. The clerk announced the combined vote as 20 ayes, 0 nays, 0 absent/excused; the motion passed and will carry a due‑pass recommendation to the floor.
Other technical items presented included clarifying that the Idaho Digital Learning Academy (IDLA) must be named in program‑transfer exemption language for public schools and a correction tying a Millennium Income Fund provision to the proper maintenance‑bill section for Idaho Drug for Youth funding.
Committee staff said the corrections are meant to align enacted language with committee intent so the maintenance bills reflect prior votes and proper appropriation sections. Staff noted the changes were non‑substantive technical fixes and that the corrected motions would be incorporated into program maintenance packages for the floor.
The committee recessed to continue the agenda after adopting the technical corrections and the FTE cap.
