State Board’s systemwide account seeks $15,000 for training materials related to minors on campus

Kevin Campbell, budget and policy analyst with the Legislative Services Office, presented the college and university systemwide budget and FY2026 requests to the Joint Finance-Appropriations Committee.
Campbell described systemwide as a funding mechanism within the Office of the State Board of Education that transfers money to institutions for research and systemwide projects and said the account has 2.5 FTP and a base budget of about $6,400,000, roughly $4,000,000 of which is typically transferred to institutions.
For FY2026, systemwide requested $15,000 for training materials related to younger students who attend campus for dual credit, camps or other programs: "The advent of dual credit and other programs for high school students to obtain credit means ... there are more younger students on Idaho's college and university campuses," Campbell said, and the materials aim to help campuses manage the legal and operational issues tied to under‑18 students on campus.
The request also included $3,600 to correct the FY2025 CEC calculation. Joshua Woodworth, director for the State Board of Education, attended the hearing with staff and described the request as a systemwide need because the issue affects multiple institutions.
No formal vote occurred; the presentation was informational for committee consideration of systemwide enhancements and transfers.
