Analyst: Idaho General Fund projections stable but several moving parts remain

Keith Bybee, division manager for budget policy analysis at the Legislative Services Office, told the Joint Finance‑Appropriations Committee on March 7 that Idaho’s General Fund picture is beginning to take shape but that several bills and adjustments remain.
Bybee reported a projected ending balance of about $442,000,000 for the General Fund and said the committee has set a FY2026 revenue estimate of $6,400,000,000. He said available revenues for the year total about $6,480,000,000 and that appropriations are running roughly 3% above prior-year appropriation levels, driven largely by health insurance and negotiated compensation adjustments.
"We have available revenues for the year of $6,480,000,000," Bybee said, noting two recently signed bills and several other major bills that remain under consideration. He told members that House Bill 40 had been signed the previous day and that House Bill 144 and House Bill 231 had landed on the governor’s desk.
Bybee said the legislature is tracking revenue and appropriation impacts from multiple bills and that some agency and supplemental items (including Department of Corrections supplementals) have already been added to the worksheet. He described doing several small corrections to the governor’s revised budget with colleagues and said substantial work remains as new legislation continues to be printed and acted on.
Bybee urged the committee to keep tracking items on the summary worksheet and said JFAC will continue to take up remaining budgets and adjustments in the coming days.
