"The code section that we proposed to amend was brought into law several years ago to allow better competition among Idaho universities when they contract with state agencies for various services," Cheatham said. He said an unintended complication had made it easier to do business with out-of-state universities than with Idaho's own schools. He said RS31786 would correct that while retaining contracting transparency.
Cheatham told the committee that Idaho State University and the University of Idaho proposed the correction to improve their ability to compete with Boise State University, which had been receiving many contracts because state agencies are based in Boise. He said the related measure passed the Idaho Senate unanimously last year but did not reach the House before the session ended.
Representative Kent moved to introduce RS31786; the motion passed on a voice vote with no recorded opposition. The transcript records no amendments or conditions attached to introduction.
