Committee approves updated elevator and escalator rules, incorporates newer ASME/ANSI standards

Justin Touchstone, Trades Program Director at the Division of Occupational and Professional Licenses (DOPL), presented the Elevator Safety Program’s rule docket (20Four-three‑3940‑2401). Touchstone said the rule review aligned state rules with the current code cycle, added clarifications (for example, making visual communication optional while requiring audio communication), and removed duplicative inspection wording already governed by the referenced national standard.
DOPL staff updated multiple code references to newer editions of American Society of Mechanical Engineers (ASME)/ANSI standards used in elevator and escalator design and inspection and restructured the chapter for consistency with other DOPL boards. Touchstone said the changes aim to reduce regulatory burden while preserving public protection. Amanda Brumbaugh, the state elevator program supervisor, was present to answer technical questions.
Senator Burnt asked whether industry objected; Touchstone said stakeholders participated and the main substantive change (making visual communication optional where internet connectivity is unavailable) responded to contractor input. Senator Foreman moved to accept the docket; Senator Lakey seconded and the committee approved the rule docket.
DOPL noted the referenced ASME/ANSI documents are not freely available online and will be available at the division’s front counter for public inspection. The approved rules will be finalized according to the administrative rules process.
