Senate State Affairs voted to print RS 31927, a draft that would require the Division of Financial Management to prepare a financial‑impact assessment for ballot initiatives once they have collected sufficient signatures to appear on the ballot.
Senator Adams described RS 31927 as a "mild and light touch" change to the ballot initiative statute, saying the division would be required to "do a financial impact assessment and give the most up to date and accurate cost that that ballot initiative would require." Senator Toews moved to send the request to print and a senator identified in the record seconded the motion. The committee approved the motion on a voice vote.
RS 31927 will be printed and scheduled for a formal hearing where the Division of Financial Management and other stakeholders can provide detail about the assessment process and timing.
