Your Health Idaho reports record enrollment, high customer satisfaction and fiscal stability

Boise — Patrick Kelly, executive director of Your Health Idaho, told the Senate Commerce and Human Resources Committee that the state’s health insurance exchange posted record open‑enrollment results and continues to operate with low administrative costs, high retention and robust cash reserves.
Kelly said Your Health Idaho served an average of 120,000 enrollees in 2024, with 47% enrolled four or more years, and that 90% of enrollees receive premium tax credits. The exchange reported a record open enrollment for plan year 2025, with more than 139,000 Idahoans selecting plans during the enrollment period; 22% were new customers.
Kelly highlighted customer‑service and efficiency metrics: a Net Promoter Score of 73 in 2024, 90% of enrollments completed via self‑service tools, a 16% drop in inbound customer inquiries and a 21% rise in enrollments compared with the prior period. He said the exchange’s operating costs are the lowest among state‑based exchanges and that it has delivered $44,000,000 in savings to Idahoans since its inception.
On finance, Kelly said the exchange carries no debt, maintains cash reserves equal to six to nine months of operating costs, and a capital expenditure reserve of $1.5 million. He said the exchange will move its revenue model away from a percentage of premium toward a per‑member‑per‑month fee in 2025 to improve revenue predictability. Kelly described partnerships with more than 1,100 agents, brokers and enrollment counselors and said the exchange attended 73 community events during the year and held 19 in‑person enrollment pop‑ups.
Committee members praised the reported performance and asked about oversight: Kelly said Your Health Idaho is an independent, body corporate and politic created by statute, governed by a 19‑member board appointed by the governor, and it coordinates with the Department of Health and Welfare on eligibility and with the Department of Insurance on plan certification and rate review.
Kelly closed by saying the exchange intends to invest in staff and tools to continue customer‑focused service and to maintain a fiscally conservative model while expanding outreach.
