Senate committee approves Idaho Athletic Commission temporary rules and updated chapter; changes include WADA 2024 reference, charity-event provisions and fee/s

The Senate State Affairs Committee approved two dockets from the Idaho Athletic Commission, including temporary rules and a pending rewrite of the commission’s chapter that updates the doping reference, clarifies suspension and referee-selection language and eases sanctioning for charity events.
The Senate State Affairs Committee on Friday approved two rule dockets from the Idaho Athletic Commission: a temporary-rules continuation and a pending comprehensive update to the commission’s chapter.
John Price, Bureau Chief for the Occupational Licensing Bureau and executive officer for the Idaho Athletic Commission, told the committee the temporary rules approved in 2024 returned the commission to the prior rule set after 2023 negotiated rulemaking did not conclude in time. He asked the committee to approve the temporary rules to remain in place until the pending rules become effective.
Price then presented the pending rules package (IDAPA 24.02.01). Major changes the commission included in the pending rules are:
- Updating the incorporation-by-reference of prohibited-substance lists from the 2020 U.S. Anti-Doping Agency reference to the 2024 World Anti-Doping Agency (WADA) prohibited-substances list. - Adding language to allow current medical clearance after an out-of-state sanctioned fight and reorganizing suspension language without substantive changes to penalties. - Deleting a rule that previously prohibited promoters or licensees from having dealings with persons whose license was suspended or revoked, which the commission characterized as an overreach. - Clarifying that a manager under temporary suspension forfeits managerial rights only during sanctioned events, and deleting duplicative rules about unsanctioned events. - Adding discretion for the commission to approve entities to hold sanctioned amateur events that meet listed requirements, and adding charity-event language to specify eligible charities and allow fee waivers to reduce barriers to sanctioning nonprofit events. - Changing the timeframe to submit an itemized event statement from 72 hours to five business days based on stakeholder feedback. - Requiring medical personnel to be present on-site at sanctioned events rather than merely available.
Price said stakeholders generally supported the changes; the primary concerns raised were charity-event procedures and the fee table, and the commission committed to continue evaluating fees given its financial position.
Senator Shippey asked about stakeholder feedback; Price said the rules had broad support with adjustments made for charity events. The committee moved and seconded approval of docket 24-0201-2401 (temporary rules) and docket 24-0201-2402 (pending rules); both dockets passed on voice votes and were given final approval by the committee.
Ending note: With committee approval, both the temporary rules and the revised commission chapter will remain in effect or move forward per the administrative-rule process.
