Housing trust explains land-trust model; Whitman County Humane Society reviews shelter work

At the Dec. 17, 2024 Pullman City Council meeting, Mayor Francis Benjamin introduced two staff presentations: Niels Peterson, executive director of the Hills and Rivers Housing Trust, described the trust model for improving housing affordability; later, Jeff DeBoer and Lori Jordan of the Whitman County Humane Society gave an update on the shelter’s work.
The housing trust presentation focused on a community land-trust model in which a homeowner purchases a house but not the underlying land, a structure Peterson described as a tool to improve affordability. "Their focus is improving housing affordability through the trust model where the individual buys the home but not the land," Mayor Francis Benjamin summarized during the meeting.
The Whitman County Humane Society presentation emphasized its role as a no-kill shelter. Jeff DeBoer, board president, and Lori Jordan, vice president, told the council the society is in its 27th year of operating as a no-kill facility and described its stewardship of homeless pets and promotion of compassionate treatment for companion animals.
Neither presentation produced a council motion or vote; they were informational items placed on the agenda for council members and the public to hear.
