DAS presents tentative contracts for SCOPE and Unit 2; agreements ratified by unions, no board vote recorded

The Department of Administrative Services presented tentative collective bargaining agreements on Jan. 13 between the state of Ohio and two bargaining units: the State Council of Professional Educators (SCOPE) and Unit 2 Association.
Kristen Rankin, deputy director of the Office of Collective Bargaining in DAS, told the controlling board that the SCOPE agreement was submitted Dec. 20 and that SCOPE represents approximately 430 employees across five state agencies, including teachers, guidance counselors and librarians. Rankin said the SCOPE agreement will be in effect until May 31, 2027 and that the union ratified the agreement.
Rankin also presented a tentative agreement with Unit 2, which she said represents approximately 500 employees across state government including natural resource officers, wildlife officers, tax enforcement agents and gaming agents. That agreement was submitted Dec. 30, ratified by the union, and will be in effect until June 30, 2027. Rankin said the agreements follow the pattern set by the previously approved OCSEA agreement.
Rankin told the board the contracts are designed to improve recruitment and retention and provide a fair wage increase without changes to the health insurance plan. The presentation was informational; the transcript records no formal board vote on the two agreements during the presentation portion of the meeting.
President Schueller subsequently adjourned the meeting.
