Committee accepts corrected CEC letter after governor submits $920,000 in small budget revisions

The Joint Finance and Appropriations Committee on Jan. 13 heard about a set of technical revisions the governor submitted to his budget and accepted a corrected recommendation letter from the committee that clarifies employee compensation language.
A representative from the Division of Financial Management told the committee the governor's revised budget submission totaled about $920,000. The largest item — about $870,000 — corrected a calculation for the Idaho Digital Learning Academy after a new law changed how it should be calculated. Other adjustments included $45,000 for SwiCap billing that had been placed in the wrong fund and a $5,000 correction at the Department of Health and Welfare for a few employees whose pay would fall below a new pay grade; an endowment-fund correction for Idaho State University was reported as having no fiscal impact.
Frances Lippett, a budget and policy analyst with the Legislative Services Office, presented a corrected committee (CEC) recommendation letter. She said the committee's earlier motion had two drafting errors: the committee had recommended a pay increase of $1.55 per hour per full-time position but the previously circulated letter had additional “flexibility” language that the motion did not include; and the committee's motion to recommend a 4.5% market-based increase for IT and engineering employees was intended to be in addition to the $1.55-per-hour increase. Lippett asked the committee to accept the corrected letter so the written recommendation matched the action the committee took.
Representative Petzke asked whether the 4.5% market-based increase for IT and engineering staff applied to all IT and engineering employees across state agencies or only to employees on the classified IT and engineering salary schedule. Lippett said the committee's motion covered employees on the IT and engineering salary schedule and that it might not include non‑classified IT and engineering employees who work for constitutional officers.
Chair Harmon asked for unanimous consent to accept the technical revisions to the CEC letter. There were no objections and the request was ordered.
The memo about the governor's budget revisions and the corrected CEC letter will be part of the record as the committee proceeds through program maintenance and other budget decisions later in the session.
