Committee approves Health & Welfare budget realignment, adds Idaho Childcare program unit; one lawmaker objects

The Joint Finance and Appropriations Committee on Jan. 17 approved a departmental reorganization and base-realignment requested by the Department of Health and Welfare that renames and realigns appropriation units and creates a new appropriation unit for the Idaho Childcare program.
Alex Williamson, a budget and policy analyst, told the committee the realignment reflects a department reorganization that staff had reviewed in recent hearings and that the dollar and FTP movements are included as base adjustments. "The pages on 4 and 5 match what we discussed during the budget hearing earlier this week," Williamson said, describing the changes as shifts within the department’s structure rather than additions to the baseline appropriation.
The motion to approve the technical realignment and the new Idaho Childcare appropriation unit passed on a roll call after discussion; the Senate and House votes produced a final committee tally described in the transcript as 18 ayes, 1 nay and 1 absent/excused on that question. Representative Petzke said in debate that she would vote no because she did not feel she had enough information about the many FTP and dollar shifts in the reorganization.
"I hate to break our awesome streak of 20 and 0 votes over here, but I... I have to vote no on this one just because I don't quite feel like I know enough about it yet," Petzke said. She added that the reorganization moves “tens of millions of dollars and dozens of FTPs” and that she wanted additional clarity before supporting the procedural change.
Committee members and staff noted that many of the line-item changes affected internal coding and agency appropriation-unit names and that future enhancement or replacement items would still require separate committee action. Staff also said the realignment is intended to make the department’s appropriation structure align with its new organizational chart and (where applicable) to create a discrete appropriation bucket for childcare program funding.
What’s next: The committee’s approval allows staff to include the new appropriation unit and realigned base in the draft appropriation bill; members will review the drafted language when it is posted to the committee’s SharePoint and will have an opportunity to request technical corrections before bills are introduced.
