On opening day the Colorado House adopted the temporary House rules and the temporary joint rules with the Senate and approved a joint resolution setting the time and date for the governor’s State of the State address.
House Resolution 101, which adopts the temporary House rules from the previous (74th) General Assembly, was adopted by recorded vote with 63 yes, 1 excused and 1 vacancy, the clerk reported. House Joint Resolution 101, setting the time and date for the State of the State address and appointing a committee to wait upon the governor, was adopted by the same margin. The House also approved Senate Joint Resolution 1 to adopt the temporary joint rules; that motion likewise passed with 63 yes, 1 excused and 1 vacancy.
Following adoption of the joint resolution scheduling the governor’s address, the House named Representatives McCormick (chair), Zokai and Sander to the committee to wait upon the governor, and later named representatives to notify the Senate and the governor that the House was organized and ready for business. Earlier the House named a committee of three to wait upon Chief Justice Marquez to administer oaths to newly elected members.
The clerk read committee assignments for the session, listing chairs, vice chairs and membership for standing committees including Agriculture, Appropriations, Business Affairs and Labor, Education, Energy and Environment, Finance, Health and Human Services, Judiciary, State, Civic, Military and Veterans Affairs, Transportation, Housing and Local Government, and the Joint Budget Committee. The House journal will contain full names and committee rosters as read on the floor.
Majority Leader Monica Duran told members the body would convene further discussions after opening day about potential changes to the House rules and said leaders planned collaborative rule review in the next weeks.
All votes to adopt the temporary rules and joint rules were recorded as 63 yes; the clerk reported the totals immediately after the electronic vote on each measure.
