Multiple state agencies request vehicle and IT replacements during JFAC hearings

During Jan. 15 hearings, a series of state agencies presented one-time replacement-item requests to the Joint Finance and Appropriation Committee.
Brand Inspection: Noah Peterson of the Legislative Services Office said the Brand Inspection Division requested $289,200 from the State Brand Board Fund to replace six vehicles (four Ford F-150s and two Dodge Rams) and to buy two laptops and two tablets. Peterson said the vehicles being replaced have mileages between about 170,000 and 222,000 and average about 188,000 miles. Director/state brand inspector Cody Berlisle was present to answer committee questions.
Soil and Water Conservation Commission: Janet Jessup (LSO) said the commission requested $40,500 to replace a light-duty pickup purchased in 2006 that had about 84,000 miles at the time of the budget submission. The commission is housed in the Department of Agriculture and works with the state’s 50 conservation districts under Section 22-2718 of Idaho Code.
STEM Action Center: Kevin Campbell (LSO) said the Science, Technology, Engineering and Math Action Center requested $9,900 for a standard and a high-end laptop, a router, a switch and a wireless access point; the Office of Information Technology Services recommended the request and the governor included it in the recommendation.
Commission for the Blind and Visually Impaired: Brooke Dupree (LSO) said the commission requested $28,900 in general-fund replacement items: six desktops, eight laptops with docking stations, four routers, one switch and seven wireless access points; the governor recommended the request.
Idaho State Lottery: Kellan McGurkin (LSO) said the lottery requested $176,700 from its dedicated fund for replacement servers, software and workstation upgrades, including $154,700 for server equipment and software, $8,100 for desktops/laptops and $13,900 for two iMac workstations used by marketing for ticket design and point-of-sale materials. McGurkin cited the agency’s statutory authority in Title 67, Chapter 74 of the Idaho Code.
The committee asked routine operational and procurement questions about vehicle specifications, pricing assumptions and itemized project plans. For several requests — notably Idaho Public Television’s earlier $300,000 network equipment request — committee members asked for detailed itemized plans and for procurement justifications before approving one-time funding.
Ending: The committee took the presentations for information and indicated staff would follow up on procurement plans and any needed clarifications before funding decisions.
