DOPL previews 12 dockets and fee adjustments, including logging safety and electrical negotiated rulemaking

Katie Stewart, bureau chief for the Division of Occupational and Professional Licenses (DOPL), briefed the committee on Jan. 15 about dockets the division plans to present during the 2025 session.
Stewart said the package includes nine boards and three safety programs undergoing 0-based regulation in alignment with Executive Order 2020-01. Dockets include: Board of Liquefied Petroleum Gas (adopting the 2024 NFPA edition and aligning on-the-job experience to 2,000 hours); Board of Licensure for Professional Engineers and Land Surveyors (reciprocity language and reduced professional-development hours); Damage Prevention Board (deleted language outside its scope and complaint-process streamlining); Logging Safety (extensive chapter because statute requires operational standards and safety instruction); Elevator Safety (updated codes for building/fire/accessibility); Rules Governing Uniform School Building Safety (streamlining and de-duplication); Boards of Morticians, Professional Geologists and Real Estate Commission (fee adjustments tied to Senate Bill 1442 — morticians and geologists increased fees by 20%, real estate fees reduced by 15%); Board of Accountancy and Idaho State Contractors Board (language cleanup); Idaho Electrical Board (completed negotiated rulemaking with multiple stakeholder meetings and will present a temporary rule); and three building-permit-related dockets that implemented fee reductions (building code permit fees down 30%; factory-built structures permit fees down 20%; Public Works Contractor Licensure Board fees down 20%).
Stewart said the division will provide clean copies and a crosswalk mapping old-to-new rule numbers and deletions. She also noted that the logging safety chapter is long because the statute requires detailed safety instruction and best practices. The division will present the dockets next week for committee action, including possible partial rejection of identifiable code sections.
No committee votes were taken at this briefing; Stewart said the division plans to finalize 0-based regulation and return dockets for committee review.
