Idaho lawmaker introduces bill to bar requirements for EV chargers in new buildings

Representative Joe Palmer introduced a bill on Jan. 15 that would bar any government entity or building code from requiring electric-vehicle charging equipment or dedicated EV parking spaces in new construction.
The bill, RS 31906, was presented by Representative Joe Palmer, who identified himself as a Representative from District 20 in Meridian. "If this bill is inactive, then there will not be a provision available for anyone to force anybody to have any kind of charger that is set up or a parking spot specific for the EV vehicles," Palmer said. He said the measure is intended to avoid what he described as "an overextending cost" being passed on to building owners and that owners could still install chargers voluntarily.
Committee members briefly discussed the measure and handled a procedural question about where members could find the RS text; a committee member noted the RS was placed in the committee OneDrive. Representative Crane moved to introduce RS 31906. The chair put the motion to a voice vote; members responded "aye," and the motion carried by voice vote.
No detailed fiscal analysis, amendments, or votes with roll-call tallies were recorded at the introduction. The RS was introduced for further consideration at a later public hearing or full committee hearing.
The bill will return to committee for a formal hearing where members may probe its language, fiscal impacts, and any exceptions.
