Commission adopts 2027–2031 capital improvement plan for county facilities

Bernalillo County commissioners adopted the county’s 2027–2031 Infrastructure Capital Improvement Plan (ICIP) on Tuesday, clearing the five-year project list that will be submitted to the New Mexico Department of Finance and Administration.

The board voted 5-0 to adopt the ICIP and staff said final projects will be added to the DFA ICIP database by the July 11 deadline and used to build the county’s October capital-outlay priorities for the legislature.
Chief of Government Affairs Kathy Court and Deputy County Manager Elias Archuleta told the commission the ICIP covers county facility types including senior centers and meal sites and that managers will return in August with a capital-outlay priorities resolution. Commissioners asked for briefings and district-specific conversations; Commissioner Frank Buck described prioritizing drainage and safety projects in his South Valley district and urged ongoing dialogue with legislators.
Court said the board may approve any number of projects on the ICIP and that the county will schedule follow-up briefings to refine priorities and the CIP ordinance. The ICIP adoption assigns projects to available funding processes and sets the county’s priorities for capital-outlay requests this fall.
