"The majority of the committee ... the majority of the committee, unfortunately ... the majority bill will go," he said, urging consistent rules.
The co‑chairs responded that leadership and legal advisers had given varying guidance. The co‑chair said the committee would follow legal advice and leadership direction: items that fail will be returned to JFAC and reconsidered there rather than automatically routed to a single chamber. "If it's going to fail, we're gonna bring it back. Rather than send it to one side or the other, this is the way we've decided with our leaderships," one co‑chair said.
Members requested clearer written guidance; the co‑chairs said they were working with house and senate leadership and legal counsel to develop consistent procedures over the summer. The exchange delayed the committee but did not produce a formal rules vote; the co‑chairs announced the committee would reconvene its budget work on Tuesday.
