Committee sends advisory resolution invoking Nuremberg Code to print, plans fuller hearing

The Idaho Senate Health and Welfare Committee voted to send RS 32224, an advisory resolution recognizing the Nuremberg Code and other international bioethical guidance, to print for further consideration.
Senator Tammy Nichols, R‑District 10, presented the resolution and said it "reaffirms Idaho's commitment to ethical, medical, and scientific research, by recognizing the Nuremberg Code as the foundational framework for protecting human rights." Nichols described the Nuremberg Code as the first internationally recognized set of ethical principles for human research and said the resolution also incorporates principles from the Declaration of Helsinki, the Belmont Report, and UNESCO's Bioethics and Human Rights Declaration.
Nichols told the committee the resolution is advisory only and "imposes no financial impacts on the state or local counties or cities." Committee members requested additional information about the motivation for the resolution and asked whether the sponsor planned a hearing with background material; Nichols said she had compiled a fuller presentation and was open to a hearing.
Senator Wintrow said she was not comfortable sending the resolution to the floor without more background and recommended a hearing. Senator Harris and others discussed procedural options for introducing the resolution and then returning it to committee for a hearing; committee members agreed they would pull the item back for a hearing when it reached the tenth order on the Senate floor.
Senator Keiser moved to send RS 32224 to print; Senator Zieterfeld seconded. The committee voice-voted in favor. Nichols and committee members indicated they plan a more detailed hearing before floor consideration.
