JFAC moves state controller LUMA costs onto budget, adds positions and transparency manager

Frances Lippitt, budget analyst with Legislative Services, explained the request came because a continuously appropriated account that funded LUMA will expire; the controller’s office asked to bring LUMA personnel and operating costs onto the annual appropriations budget. The package added positions for LUMA personnel, dedicated and general fund allocations for the computer service center charges, two financial specialists to support shared services and a communications manager to oversee public transparency efforts like Transparent Idaho.
The chair and members emphasized this is not new spending but a reclassification of existing LUMA costs onto the main appropriations bill. Representative Petzke moved the FY2026 maintenance and enhancements motion, which the committee approved. The roll call produced a committee total reported as 15 ayes, 3 nays, 2 absent/excused and the motion carried a due-pass recommendation.
Why it matters: moving LUMA costs onto the general appropriations ledger increases transparency into ongoing personnel and service costs for the statewide accounting system and aligns those expenses with standard budget review cycles.
