"This bill came to me this last fall following an event, a bridal parade that was held in Nampa and there was a lot of complaints by citizens," Cornelis said. He described the RS as language that would "clean[] up" existing statute to specify types of exposure subject to misdemeanor prosecution, listing “exposes developed female breasts including the areola,” exposures of surgically or hormonally altered male chests made to appear as female breasts, and "exposes artificial breasts including the areola," among other provisions.
Cornelis told the committee the measure is not intended to stop parades but to set "guidelines on what can be acceptable in public because there's children there." He said the county prosecuting attorney had reviewed the draft and believed it was defensible and that the proposal had law-enforcement and city-council support.
Chairman Crane clarified that only the sponsoring representative may present an RS in this setting and that local officials would be allowed to testify if the RS reaches a full hearing.
