State affairs committee accepts introduction of RS 32431 to print

The Idaho House State Affairs Committee voted to introduce RS 32431 for print after Representative Jaren Crane (District 12) presented the proposal as a federalism measure to return enforcement of pipeline-penalty authority to the state.
Crane told the committee the draft would allow the Idaho Public Utilities Commission, rather than federal regulators, to determine enforcement actions and civil penalties for pipeline-safety violations. “We want the Idaho PUC not the federal regulators to determine enforcement actions and civil penalties for pipeline safety violations,” Crane said when he introduced the RS.
Representative Dygert moved to introduce the RS for print; the committee approved the motion by voice vote.
The introduction sends the draft language into the formal printing process and opens the proposal for further hearings, testimony and markup before any bill version would reach the floor.
