An analyst explained the section had been omitted from the earlier packet and that the language is the standard restriction language the committee typically includes in health-and-welfare bills. Representative Price requested unanimous consent to accept the language as shown on the screen; no objections were raised and the language was adopted.
Committee staff said the language aligns the bills with the funding restrictions normally included in health and welfare appropriations and will be included in the committee packet and bill forms going to each chamber.
