State Board of Education staff told the committee that rule docket 08‑0201‑24401 clarifies the reporting of attendance and which students are "physically on campus" to support implementation of last year's facilities funding.
"When facilities bill passed last year, we hit the ground running with the state department of education to figure out what kind of dollars need to go out to every school district because it was based both on attendance but also in that facilities bill there was a clause that said it is only for students in attendance that are physically on campus," a State Board representative said. He told the committee the temporary rule already in use was a 1‑to‑1 copy of the proposed permanent rule.
Representative Mathias moved to approve docket 08‑0201‑24401. The committee approved the docket by voice vote, and members thanked the board office for using temporary-rule authority to ensure timely implementation.
Committee discussion noted the practical need to know how many students are on campus for allocation decisions and that the rule change implements existing statutory direction regarding facilities funding and reporting.
