Representative introduces RS to require public health district board members be elected officials

Representative Doug Pickett of District 27 introduced a reviser's substitute (RS) to require that appointees to county public health district boards be elected officials or elected officeholders accountable to voters.

The proposal would not force county commissioners to occupy the seats themselves but would require that appointees be people who hold an elective public office rather than unelected staff or employees. Pickett said the RS is in its second version and has built consensus among counties.

Committee members asked clarifying questions about how the requirement would work in practice. Representative Fuhrman asked whether the appointments would still be made by county commissioners and whether there would be elections for the board seats; Pickett replied that the appointment process would not change — county commissioners would still appoint members, but could choose another elected official to fill the seat.

Representative McCann noted that many counties already have commissioners serving on health boards and that physicians are often appointed; Pickett confirmed the RS would still permit a physician appointment for one seat and would not change that provision.

Representative Haley moved to introduce the RS identified in the meeting as RS 32562; the committee approved the motion by voice vote and RS 32562 was introduced for further proceedings.

No formal policy change was adopted at the meeting; the committee introduced the RS for later hearing and committee work.
