The Idaho House Health and Welfare Committee introduced RS 32,534 on a voice vote after sponsor Representative Bill Healy said the draft removes a specific rulemaking-authority clause from earlier language about monitoring in assisted living.
Representative Bill Healy, R-District 15, told the committee he has presented several RSs during the session and said this RS is intended to prevent the committee from having to revisit the same rule changes next year. "One of the sections that I overlooked in the last year while taking this out was on page 3 of the previous RS, lines 20 through 22 ... allowing our the rulemaking authority in health and welfare," Healy said. "So to prevent us to be here in a year ... we thought now would be a good time to just have that part taken out."
Healy said the change does not alter other aspects of the monitoring provisions, which relate to cameras used for monitoring in assisted-living facilities. He described the current RS as not changing monitoring rules other than removing the rulemaking-authority language.
A motion to introduce RS 32,534 was made and seconded on the floor; members responded "aye" on a voice vote and the chair announced the motion carried. No roll-call vote or member-by-member tally was recorded in the transcript.
The RS will proceed through the committee and bill-docketing process; Healy said his goal is to present measures daily through the end of session, and this RS was framed as a preemptive clarification.
