Committee introduces bill asserting Medicaid providers may practice under legislatively authorized scopes

Representative Jordan Redmond (District 3, Kootenai County) told the committee RS32089 is intended to clarify that Medicaid should not limit the practice authority conferred by the legislature and licensing boards.
He said the bill would affirm that any service covered by Medicaid can be provided by any legislatively authorized provider who completes the Medicaid provider agreement. "So this bill would really affirm some of the rules that we earlier passed through this committee and puts the authority back in the legislature's hands where it belongs and not with state and federal bureaucrats," Redmond said.
Committee members asked for examples and clarification. Representative Wheeler asked the sponsor to provide three examples of services that would fall under the bill at the full hearing; Redmond cited expanded scope-of-practice changes enacted previously in North Idaho as an example and said department staff had recently audited and been unaware of certain authorities, which Redmond described as reducing access to care.
Representative Kaler moved to introduce RS32089 and the committee approved the motion by voice vote; the chairman announced RS32089 was introduced.
RS32089 will be scheduled for a full hearing to allow the sponsor and department staff to present examples, department interpretations, and any department audit findings referenced by the sponsor.
