JFAC approves Health and Human Services reorganization, adds Idaho Childcare Program budget unit; one House member votes no

The Joint Finance and Appropriations Committee on Jan. 17 approved a department-requested realignment of budget appropriation unit names in the Department of Health and Welfare and creation of a new budget appropriation unit for the Idaho Childcare Program, a procedural step analysts said aligns the budget structure with the department’s reorganization.

The motion to accept changes to FY2026 base unit names, realign the base and add the Idaho Childcare Program was offered during the committee’s program-maintenance session and passed despite one House member saying she would vote no because she felt the changes — which moved tens of millions of dollars and dozens of FTPs among units — required more review.

Why this matters: The reorganization changes how the department’s base is structured for subsequent policy decisions and budget presentations.
