Representative Levitt introduced RS 32156, a proposal to give admission preference at charter schools to children of active-duty military service members and certain active-duty reserve or National Guard personnel. "This gives those families an opportunity to have that little bit of ability to stay together and keep that family cohesion," Levitt said, describing challenges families face when they undergo permanent change of station moves.
The RS would apply the definition of "active duty" consistent with 10 U.S.C. §101, the sponsor said, and would exclude full-time National Guard duty except where Guard members are ordered to full-time duty for at least 186 consecutive days for organizing, instructing or similar purposes. Levitt said the change aims to reduce disruption for children who move frequently because of military assignments.
The committee voted to introduce the RS for a formal bill hearing. Representative Marmon moved to introduce RS 32156; the motion was approved by voice vote and recorded as carried. No roll-call tally was taken during the introductory motion.
The sponsor and committee members provided no additional details about implementation, funding, or an effective date during this introductory session. Levitt said questions could be addressed in a full hearing if the RS is printed and scheduled.
