Seth Hobbs, rules review officer for the Department of Parks and Recreation, presented docket 26-0137-2401, a pending rule to repeal the chapter governing test procedures and instruments for off-highway-vehicle (OHV) noise abatement.
Hobbs said the Society of Automotive Engineers testing standards are already referenced in Idaho Code 67-7125 and that repealing the chapter would remove redundancy and provide law enforcement with a single instruction source. He said negotiated rulemaking was conducted, the notice was published in the Idaho Administrative Bulletin and no opposition was recorded during hearings. Senator Harris moved approval; Senator Cook seconded and the committee approved the repeal by voice vote.
