Your Health Idaho reports record enrollments, high customer scores and plans to shift to per-member fee

Pat Kelly, executive director of Your Health Idaho, briefed the Senate Health and Welfare Committee on the exchange’s 2024 activities and open-enrollment 2025 results, highlighting record enrollments, customer-satisfaction scores and a planned change to the exchange’s revenue model.
Kelly told the committee Your Health Idaho is the state’s health insurance marketplace and "the only place Idahoans can apply for and receive a tax credit that lowers the cost of their monthly premium." He said the exchange finished 2024 with an average enrollment of about 120,000 Idahoans and reported that open enrollment for plan year 2025 resulted in over 139,000 Idahoans selecting plans. Kelly said the exchange has delivered roughly $44,000,000 in cumulative savings since its inception and reported a Net Promoter Score of 73 for 2024 and again during open enrollment 2025.
Kelly described operational metrics — 90% of enrollments completed with self-service tools, a 16% decrease in inbound customer inquiries, 71% of enrollments assisted by agents/brokers/enrollment counselors, and plans to shift the assessment fee from a percentage of premium (2.49% in 2024) to a per-member-per-month fee for 2025. He also summarized outreach efforts: 73 community events in 2024 and 19 in-person enrollment pop-up events during open enrollment 2025.
When asked by Senator Wintrow about the implications of a repeal of Medicaid expansion, Kelly explained that of roughly 85,000 people in the Medicaid expansion population, about 19,100 have incomes between 100% and 138% of the federal poverty level and would become eligible for tax credits and exchange enrollment in a state without expansion; Kelly said the remainder of that expansion population would likely fall into the coverage gap and that more detailed questions about Medicaid eligibility should be directed to the Idaho Department of Health and Welfare.
Kelly said Your Health Idaho receives no state funding, maintains cash reserves equal to six to nine months of operating expenses, carries no debt, and remains financially self-sustaining.
