Committee approves updated Outfitters and Guides rules after industry and agency review

John Price, Bureau Chief for the Occupational Licensing Bureau (Division of Occupational and Professional Licenses) and Executive Officer for the Outfitters and Guides Licensing Board, presented pending rules (docket 2435012401) and a crosswalk of proposed changes.
Price said the board conducted negotiated rulemaking, held multiple public meetings and incorporated input from Idaho Fish and Game and the Idaho Outfitters and Guides Association. The docket contains changes that, among other items, retitle and clarify hazard definitions, remove a rule on examinations that is superseded by statute, add pathways for experienced guides to be licensed on classified rivers, clarify training and documentation requirements for river guides, eliminate ambiguous reinstatement fees for guides, change the timing for collection of certain fees, and adjust how designated hunting tags and pool tags are awarded and processed.
Price said the rule package also corrects a season-end date for the Clark Fork River section and adds the Little Salmon River to the table of licensable waters following industry feedback; he said Idaho Fish and Game recommended edits aimed at reducing crowding and conflict between outfitters and noncommercial users. The Board asked the committee to approve the pending rule as filed. Senator Van Orden moved approval; Senator O'Conowitz seconded and the committee approved the docket by voice vote.
