JFAC approves smaller substitute for University of Idaho extension funding after debate over viticulture post

Kevin Campbell, budget and policy analyst with the Legislative Services Office, presented the University of Idaho Agricultural Research and Extension Service budget to the Joint Finance‑Appropriations Committee.

Representative Miller moved an enhancement package adding one full‑time viticulture faculty researcher ($157,900) and $250,100 for CAFÉ building maintenance for FY‑26, totaling $408,000 and 1.43 FTE. The motion was seconded and discussed on the merits.

Representative Miller said the viticulture position would support small fruits, table grapes and wine production in Idaho by researching soils and nutrition, noting local climate potential. Senator Ward Engelking emphasized the broader crop benefits: “this isn't just for wine. It's for table grapes and for small berries,” and said growers, including those for huckleberries unique to Idaho, need the research support.

Senator Sandra Carlson offered a substitute motion to fund a reduced package: $250,100 ongoing and 0.43 FTE (funding for CAFÉ building maintenance and a partial FTE). Senator Galloway and others spoke in favor of the substitute. The substitute motion carried; recorded roll calls produced a combined committee tally reported on the record as 15 ayes, 5 nays (Senate 8‑2 recorded; House 7‑3 recorded). The chair noted the committee requested the university share a business plan demonstrating how the facility and positions will become self‑sustaining.

The committee accepted unanimous‑consent language clarifying the one‑time/ongoing status and its interest in reviewing the university’s business plan for sustainability.
