Sen. Julie Van Orden presented RS32269, a proposal developed through the Idaho Water Users Association Legislative Committee that would change how methodology orders for conjunctive management of surface and groundwater take effect.
Van Orden said the bill requires that, if a methodology for determining "material injury" is to be changed, the director must hold a hearing if requested, and the order would take effect on Dec. 1 so users would have certainty prior to the irrigation season. "A methodology change could not be made after that," Van Orden said, adding that earlier notice would help farmers plan planting and seeding decisions.
Senators moved to send RS32269 to print. Senator Van Orden moved the motion and Senator Guthrie seconded; the committee approved the motion by voice vote. No amendments or fiscal details were recorded in the hearing transcript.
