State Board systemwide budget seeks small FY26 increases for student safety training and corrections

Legislative staff and the State Board of Education presented the college and university systemwide budget to the Joint Finance-Appropriations Committee, outlining a generally stable base with targeted FY2026 requests.
Budget and Policy Analyst Kevin Campbell said systemwide is a mechanism within the State Board of Education to fund research and systemwide programs, and that roughly $4 million of the systemwide base is transferred annually to Idaho’s colleges and universities for research and related activities. The office has 2.5 FTP and a base budget of approximately $6.4 million; after transfers the operating profile is close to prior years.
For FY2026, systemwide requested $15,000 for “minors on campus” training materials to help institutions manage younger students who are on campus for dual-credit classes, camps or similar activities. The board said the request is systemwide because the need spans multiple institutions. The office also requested a $3,600 correction to the FY2025 CEC calculation.
State Board Director Joshua Woodworth and staff said the request is intended to address training, insurance and other operational risks when minors are present for non-traditional campus activities. The committee did not take immediate action; the requests remain part of the FY2026 enhancement package.
