Senate Health and Welfare committee approves a slate of Department of Health and Welfare rule dockets

The Senate Health and Welfare Committee on an approximately unanimous series of voice votes approved a package of administrative rule dockets from the Idaho Department of Health and Welfare covering newborn screening, laboratory certification, Medicaid policy, behavioral-health provider rules and several chapter repeals.
The approvals, taken during a regularly scheduled committee meeting, were largely procedural: most dockets removed duplicative or outdated language, consolidated chapters, or aligned rules to recently executed service contracts. Committee members said the rulemaking generally resulted from negotiated rulemaking and prior policy actions.
Key items approved included an update to the newborn screening chapter, incorporation-by-reference changes and modest fee increases for the state drinking-water laboratory certification program, a chapter repeal for state hospital fee rules, and a major condensation and reorganization of the Medicaid Basic Plan rules. The committee also approved three rule dockets that remove language treating the Department as a direct behavioral-health service provider now that services are delivered under contract with Magellan effective July 1, 2024.
