Committee introduces RS32142 to require licensing boards to report finances, allows fee holidays

The House Business Committee voted to introduce RS32142, a measure presented by Representative Jeff Ehlers that would tighten financial oversight of state licensing boards and include technical statutory corrections.
Ehlers told the committee the bill directs licensing boards to prepare plans when they hold unusually large or unusually low cash reserves and requires quarterly reporting to improve transparency of revenues and expenditures. The measure would give boards the option of instituting a fee holiday if a board is holding several years of cash reserves. Ehlers also said the RS includes cleanup from last year’s House Bill 505, which standardized license renewal cycles.
Representative Harris asked whether the provisions simply codify practices already occurring under Department of Professional Licensing (DOPL) actions and fee holidays. Ehlers and another committee member responded that some fee holiday language has previously appeared in appropriation bills and that the RS would place that language in statute rather than in temporary budget language.
Representative Crane moved to introduce RS32142; the motion carried by voice vote.
