Committee approves streamlined school building safety rules updated with Idaho code references

The Senate Commerce Committee approved a pending rule docket from the Division of Occupational and Professional Licenses that revises the Idaho Uniform School Building Safety Code. Justin Touchstone presented the docket on behalf of DOPL and said the division coordinated changes with the State Department of Education and the State Board of Education.
Touchstone said the changes update code references to the Idaho building code and IDAPA rules, remove a written-interpretation clause and restructure the chapter for consistency with other division rule chapters. He said the chapter is brief and stakeholders continue to agree on the definition of immediate safety hazards. DOPL reported it held two public hearings and separate meetings with partnering agencies.
Senator Foreman moved to accept the docket; Senator Ward Engle King seconded. The committee approved the docket by voice vote with no public opposition recorded in the transcript.
DOPL said the referenced codes are available online for free and that the chapter contains no substitute changes identified through the zero‑based regulation review.
