The Senate Commerce Committee approved the Division of Occupational and Professional Licenses’ Elevator Safety Program rule docket after a presentation by Justin Touchstone, Trades Program Director at DOPL. Touchstone said the review occurred under the state’s Executive Order on zero‑based regulation and included stakeholder engagement from national elevator companies, technicians and installers. He told the committee that the rule changes remove duplicative inspection requirements, clarify that audio communications for elevators are mandatory while visual communication is optional, and update multiple referenced standards to current code cycles. Among the updates he listed were newer editions of American Society of Mechanical Engineers (ASME) standards and related ANSI references.
Touchstone said the ASME/ANSI documents incorporated by reference are not free online; the division will make copies available at its front counter for public use. Senator Burnt asked whether there had been opposition during negotiations and whether the codes were available online. Touchstone said industry participation was strong and confirmed the division will provide access to the referenced code documents at DOPL’s office because some standards are not available free online.
Senator Foreman moved to accept docket 2043900402401; Senator Lakey seconded. The committee approved the docket by voice vote.
The rule change is intended to simplify approvals for alternate technologies, remove redundant engineer-approval steps when ANSI/ASME performance standards apply, and modernize code references for elevator construction and inspection.
