Council adopts camping ban, airport fee rules and several financial measures in unanimous votes

The Vero Beach City Council voted unanimously on a package of ordinance and resolution items, including a new ban on camping on private property and adoption of updated airport rental and fee rules.
The council approved an ordinance creating Chapter 50, Section 50-1, prohibiting camping on private property in the city. The measure passed 5-0 after council members said they had seen instances of camping on residential property and wanted clearer enforcement authority. "This specifically applies to camping... a person sitting under a tree or panhandling is different," a council member said during debate.
The council also adopted a resolution establishing regulations, fees and rental rates for Vero Beach Regional Airport, repealing the prior resolution (2023-19). Staff described the updated document as "a significant overhaul"; the resolution passed on a 5-0 roll call.
On the consent agenda the council accepted a $400,000 grant from the Florida Inland Navigation District to support the marina dry-storage building (motion approved 5-0). The meeting record also shows the council approved a resolution establishing a special-assessment lien of $5,400 for a septic-tank effluent pump system to serve property at 4215 15th Street in Fair Beach (passed 5-0).
Council members also confirmed several appointments to advisory boards and commissions, including reappointments and alternate placements for the Historic Downtown Vero Beach Economic Development Zone Committee and appointments to the Architectural Review Commission.
All roll-call votes recorded in the meeting were unanimous (5-0) on the ordinance and the resolutions noted above.
The council did not take public-comment-driven policy actions during the meeting; many items were routine or administrative and were approved with little discussion.
The council indicated a continuing review of other projects and directed staff to follow up on implementation details where needed.
