The adoption was preceded by a short presentation from Auditor Alice McCoy, who told the agency that the remaining redevelopment areas are tied to solar projects in the West Desert and that a small budget connected to “residual housing money” remains available for housing purposes. McCoy did not specify the dollar amount and said the agency will likely address those funds at a later date.
McCoy said, “The only RDAs that we have left are the solar RDAs out in the West Desert. The small budget that is related to this is the housing money that comes off those, the residual housing money. At some point, we will probably wanna deal with that, but just so that you know that that money is still there.”
Before the public hearing, the agency selected a temporary chair because the regular chair, Kendall Thomas, was absent. The acting chair said, “I'll be temporarily chairing this for Kendall Thomas, who is, absent.” County staff present during the meeting included County Attorney Scott Broadhead, County Manager Andy Welch, Assistant County Manager Bridal Lopez and County Clerk Tracy Shaw. Auditor Alice McCoy handled the budget presentation.
The meeting opened a public hearing on the tentative budget; no members of the public asked to speak. The hearing was closed by motion, and the agency then voted to adopt Resolution 2025-03, “adopting the fiscal year 2026 tentative budget.” The minutes of the Oct. 7, 2025 Redevelopment Agency meeting were approved earlier in the session.
All recorded motions during the meeting passed by voice vote with no recorded opposition. The session adjourned shortly after the budget vote.
