- Humane Society of Jefferson County: The council authorized the city manager to execute the small-animal contract for 2026 based on a per-capita rate. Using an estimated population of 12,455 and a rate of $2.78 per resident, the contract total is $34,105.53; the Humane Society offers a 1.5% discount for full payment in January that the city has historically taken (approximate savings $519.37). Staff reported the Humane Society handled 255 cases in the referenced period.
- Fort Atkinson Firefighters Local 580: The council approved a tentative agreement covering Jan. 1, 2026 through Dec. 31, 2029. The agreement moves the department from a 3-step to a 5-step wage scale, extends the step period to five years, and includes adjustments to base pay and EMT classifications. The local ratified the contract on Sept. 11.
- Fort Atkinson Professional Police Association: The council approved a contract for 2026–2028 after a single negotiation meeting. Changes include wage adjustments to bring pay toward the median of comparables, extension of allowable residence distance from 25 to 30 miles for recruitment, annualized shift picks and a field-training incentive pay. The union ratified the contract on Sept. 29.
- QAM Engineering addendum (Banker Road final plat): Council approved Addendum No. 4 to QAM Engineering’s scope to complete final plat and iron placement for the Ridgeview (Ridgeview State / Ridge Estates) subdivision at a cost not to exceed $15,500, to be paid from the identified capital fund (referred to in the packet as fund/tint number 9).
- Extraterritorial Certified Survey Map (CSM 2025-06): The council approved a CSM for a two-acre parcel at W6184 Starskull Road in the Town of [name as in packet], and waived the city’s usual requirement to dedicate right-of-way for Star School Road based on the county and town’s review and the parcel’s location outside the city’s urban growth boundary.
- South Main Street sidewalk and ADA ramps: The council awarded a contract to J.W. Schultz Construction for $9,250 to install concrete sidewalk and ADA ramps at Hilltop Trail and Telkot Avenue intersections. Staff said the work was required by the DOT as a condition of a larger grant-funded South Main Street multiuse-path project and budgeted funds were available in the 2025 general fund sidewalk account.
- Project engineering transition (Banker Road): Council approved the QAM-to-Kale engineering transition item that includes paying QAM to finalize the phase-2 final plat because QAM already holds most of the required information.
- Verified claims: The council approved the verified claims presented by the director of finance.
Most of these items were recommended by staff and described as either the result of recent negotiations (labor contracts) or routine procurement/contract awards. Council discussion was brief; several councilmembers praised staff and bargaining teams for efficient negotiations on labor agreements.
