McQuade said the rule was published twice and received no public comments.
Senator Harris moved approval; the committee approved the docket by voice vote and McQuade asked the committee to send the rule to the floor with a "do pass" recommendation.
The rule prescribes visual standards intended to make it easy for members of the public to identify paid circulators. The Secretary of State’s office said the badge requirement stems from statutory direction in Senate Bill 1377.
