Council discusses Sourcewell cooperative and options for city hall/community center project; no action taken

At the Oct. 14 meeting the City Council discussed using Sourcewell — a cooperative purchasing program — for the design and construction of a proposed city hall/community center project.

Staff described the Sourcewell process, saying it allows municipalities to contract without a separate bid process because vendors are pre-vetted. The McFaith Group (spelled in packet materials) is serving as architect in the preliminary phase; staff said the firm’s principal lives in Michigan but maintains a regional footprint and that the firm intends to use local contractors where possible. The city is in the early design phase and examining options that include a mezzanine-style second floor, basic built-out offices or a fully finished second floor; staff said they will return to council with visuals and cost estimates as phase 2 design elements are developed.

Several council members raised concerns about using an out-of-state firm and the cooperative procurement process. One council member emphasized a preference for Texas-based contractors and local hiring, noting the state's large construction market; staff responded that Sourcewell vendors are vetted and that the local representative on the team lives in Montgomery and that contractors used for construction are expected to be local. Council members also questioned whether use of Sourcewell would accelerate the project too quickly; staff said council would still review prices, contractors and options and that the cooperative only provides pre-vetted pricing to streamline procurement.

Outcome: discussion only. Staff said it will return with design visuals, pricing options and square-footage comparisons so council can review tradeoffs (e.g., open chamber versus finished office space) and make choices about the second-floor approach.
