JFAC accepts technical corrections to maintenance bills, corrects FTP cap

The Joint Finance-Appropriations Committee on Feb. 6 accepted a set of technical corrections to maintenance bills the committee had approved earlier, including language updates in the public schools and health and human services budgets and a correction to the full-time equivalent (FTE) cap for constitutional officers.
Committee staff described four technical fixes identified after the committee’s January decisions. Jared Tetreault, deputy manager, Budget Division, Legislative Services Office, said the public schools correction adds the Idaho Digital Learning Academy (IDLA) to longstanding program-transfer exemption language so the academy can move funds without creating simultaneous deposits and withdrawals that the previous wording might have prohibited. Alex Williamson, budget and policy analyst with Legislative Services, described a wording fix that moves a Millennium Income Fund provision for an Idaho youth program into the correct appropriation section for the maintenance bill.
The committee also approved a numeric correction to the constitutional officers’ FTE cap. Keith Bybee, division manager for budget policy analysis, told the committee the full-time equivalent position cap should read 431.9 (the prior motion had a typographical error). That item was moved, seconded and passed on a roll call; the clerk announced the vote totals and the motion will carry a due-pass recommendation.
All technical corrections described during the session were accepted by unanimous consent where appropriate, or by roll call when required. Staff said the corrections will be incorporated into the maintenance bills and the updated language will appear on the floor package.
The committee did not take additional policy action on the corrected provisions beyond approving the language and the FTE cap correction.
