Port board approves ground-lease amendment for South Louisiana Rail Facility to add grain storage infrastructure

The Lake Charles Harbor and Terminal District voted Sept. 25 to authorize an amendment to the ground lease with the South Louisiana Rail Facility to permit construction of infrastructure that will enable storage and staged loading of grain onto barges at the industrial canal.
Mister Self introduced the submission and said the amendment will allow the rail facility to store grain so deliveries can be held and loaded onto vessels rather than unloading trucks each time a vessel call is required. “This amendment will allow for some the construction over some infrastructure for them to be able to store grain, and let it, you know, load store the grain over time to be loaded onto, the barges rather than, having bottomed up the trucks every time they, have a delivery that they need to make into onto the vessel,” Self said.
After a motion, a second and no public objection recorded in the meeting transcript, the board chair declared the item approved. The transcript does not record a roll-call vote or conditions attached to the amendment.
No engineering plans, environmental analyses or construction schedules were presented during the public remarks recorded in the transcript; board staff indicated the item had been placed on the agenda and the company would be present to answer questions.
