Redondo Beach council introduces 2025 California building standards for local enforcement

The Redondo Beach City Council on Oct. 21 introduced by title only an ordinance to adopt the 2025 California building standards — including Title 24 parts 1–12 — and referenced California editions of the International Building Code, residential, electrical, plumbing, mechanical and related codes.

City Building Official Lorena Soles told the council that the state’s triennial code cycle requires local jurisdictions to enforce the adopted California amendments and that the 2025 package includes new provisions on care facilities in dwelling units, additional bicycle parking for multifamily dwellings, heat-pump water heaters, accessibility updates and seismic provisions. “Once these codes are adopted, the 2025 codes will go into effect 01/01/2026,” Soles said.

Mark Weiner, director of community development, recommended the council open and close the required public hearing and introduce ordinance No. 3307-25 (title only) without local changes. Fire prevention staff said they had coordinated with nearby jurisdictions and found no need for additional local fire-code amendments at this time. Division Chief Reagan said Redondo Beach and its fire partners review code changes together every three years to maintain consistency.

There was no public comment on the item. The council voted to introduce the ordinance by title only; a second reading and formal adoption will follow the city’s normal ordinance process. The clerk read the ordinance title aloud at the meeting and staff said the city will continue to apply local plan-check and inspection processes under the new effective date.

The adoption brings Redondo Beach into alignment with the statewide code changes that take effect Jan. 1, 2026. Staff said permit applications submitted before that effective date will continue under the 2022 California Building Code.
