City staff proposed a written set of cosponsorship guidelines to create a consistent process for organizations seeking city partnership or use of city resources for events. Staff said the guidelines would formalize definitions and establish a twice-yearly application window with potential three-year agreements for recurring partners.
Examples of existing cosponsored events cited by staff included Kiwanis yard sale, movie nights and Shakespeare in the Park; staff noted that, under current informal practice, requests for advertising (reader board, kiosk) and other city resources have been inconsistently handled. The draft guidelines are currently written to prioritize nonprofit organizations.
Commissioners raised administrative concerns about duplicate review efforts (cosponsorship application plus event permit) and asked staff to consider language that would allow businesses that sponsor or contribute to nonprofits to qualify. Questions were raised about how the permit criteria and cosponsorship criteria would interact and whether the existing partner events would be grandfathered in.
Ending: The commission asked staff to work with legal on language for businesses that support nonprofit events, to pilot the process with existing partners, and to bring a revised draft for consideration in November.
