Raleigh City Council approved rezoning Z-5124 for 9308 Fairbanks Drive to an NX-3 conditional district that aligns the site’s zoning with adjacent parcels and replaces older conditions. Planning staff said the property frontage and surrounding pattern of neighborhood-mixed uses make the NX-3 district consistent with the Comprehensive Plan and the Future Land Use Map.
The applicant (represented by Toby Coleman) explained the rezoning is primarily an administrative correction to align zoning with parcel boundaries and to update conditions. The request increases allowable building height on the site from two to three stories and replaces several outdated conditions. The applicant offered caps on the number of dwelling units and limits on retail and office floor area; they also removed a landscape buffer requirement that staff said duplicated existing code requirements.
Planning Commission recommended unanimous approval. No council member asked for further delay; the council adopted the proposed consistency statement dated 10/07/2025 and approved the zoning amendment as presented. Staff will review future site plans for compliance with the new conditions.
